Thud Factor for August 25, 2008 covering contracts announced August 13-25
Department of Defense released an interesting array of Unmanned Aerial Systems
(UAS), Maintenance Repair and Overhaul (MRO) of aircraft, aircraft structural
parts and modifications as well as a big-ticket electrical services contract.
The
Army announced three contracts to San Diego, CA-based General Atomics with a
total maximum value of $29.7 million.
The contracts cover time and materials support services, three
extended-range multi-purpose Block 0 Block 0 Unmanned Aircraft and support for
the IGNAT/Sky Warrior Alpha UAS.
Simi Valley, CA-based AeroVironment Incorporated won a $17.7 million contract
for Raven systems and spares. Even
when placing the cyclicality of contract announcements aside there is a clear
trend toward service-specific ownership and perhaps even control of in-theater
UAS. It will be interesting to see
just how these programs will result in DoD UAS “jointness.”
MRO
and announcements specific to service life extension for P-3 dropped during this
timeframe as well. L-3 Waco, Texas
collected a $60 million contract for four P-3 Outer Wing Assembly kits in
support of the P-3 recovery plan.
The P-3 fleet anxiously awaits Initial Operating Capability (IOC) for the Boeing
P-8 Poseidon, but this is but one in a number of service life extensions and
recapitalization efforts DoD wide.

Also of interest in regard to aircraft maintenance is a $40 million Air Force
IDIQ contract to CPI Aerostructures, GSE Dynamics and Top Flight Aerostructures.
The contract will cover 108 structural aircraft parts for the following
platforms: C-5, A-10, H-53, B-52, B-1, A-10 and T-38.
Engineered Fabrics won a $41 million contract for extended range fuel cells.
Equipment such as this has been invaluable in extending range for U.S.
rotary wing assets in the high-hot and remote conditions faced in Afghanistan
and Iraq.
SAIC of Fairfield, New Jersey won a $250 million Defense Logistics Agency
contract for MRO with a planned completion in August of 2009.
Suez Energy Resources announced a whale of a DLA electrical services contract
totaling $646 million.

development, integration, and test of the Multi-Stage Supersonic Target
(MSST). The MSST will represent a two-stage anti-ship cruise missile, consisting
of a two-stage unmanned aerial target, a launcher, and associated support
equipment. A total of two engineering evaluation units and seven engineering
development models will be built as part of the effort. The MSST will provide
threat representation for the developmental and operational testing of a major
weapon system. Work will be performed in Sacramento, Calif., (38.9 percent);

Development and Demonstration (SDD) and Low Rate Initial Production (LRIP) of
the Shoulder-launched Multipurpose Assault Weapon (SMAW II) launchers and Fire
From Enclosure (FFE) assault rounds and associated data rights. The SDD phase
will consist of 18 Launchers and 165 FFE assault rounds; the LRIP phase will
consist of 130 launchers and 750 FFE assault rounds; the data rights consists of

Thud Factor for August 12, 2008 covering contracts
announced August 1-12
Boeing Launch Services (El Segundo, CA) bagged the largest announcement from
Aug. 1-12 with a $1.6 billion contract for Delta IV and associated space asset
engineering, integration and infrastructure.
The Thud waits for a similar contract to go to Lockheed to support its
Atlas V EELV and associated space assets.
IED
jam and defeat saw three separate contracts over the nine business days covered
in this edition of the Thud Factor.
Lockheed Martin picked up a contract for $38.1 million, TT Corporation another
support services contract for $39.6 million and EDO Corporation out of Thousand
Oaks, CA won a $187.3 million contract for 2,873 remote control improvised
explosive device electronic warfare systems.
All three contracts are expected to complete before 2010; may these
systems be quick to field and extremely effective.
The
Navy continued in its commitment to the F-18 family, which has been a common
Thud Factor theme over the past year.
One does wonder if the F-18 family will become more than a gap-filler for
Navy variants of F-35. McDonnell
Douglas was awarded a $659.2 million contract for 16 F-18s in two variants,
while Northrop Grumman Bethpage, New York won a $48.8 million contract for
software services applicable to both the EA-6B and EA-18G.
General Dynamics Land Systems was awarded a $766 million for: “the development
and manufacture of System Development and Demonstration two (SDD-2)
Expeditionary Fighting Vehicle (EFV) prototypes.”

production and support of 2,873 JCREW 2.1 Radio-Controlled Improvised Explosive
Device (RCIED) Electronic Warfare (CREW) systems to meet urgent Department of
Defense (DoD) requirements in support of Operation Iraqi Freedom. Vehicle
Mounted CREW systems are one element of the DoD's Joint Counter RCIED Electronic
Warfare program. Spiral 2.1 CREW systems are vehicle mounted electronic jammers
designed to prevent the initiation of RCIEDs. This contract modification is for
the urgent procurement and support of CREW systems, to be used by forces in each
of the military services of the U.S. Central Command Area of Responsibility.

Jammer System is a programmable, radio-frequency IED defeat system that is

materials for the SDD-2 prototypes, and conduct systems engineering, studies and
analysis, logistics support and test support. Work will be performed in Va., (55

BAE Systems
Advanced Information Technologies of Burlington, Mass., is being awarded a cost plus fixed fee contract for
$21,490,727. This effort will develop, demonstrate and deliver a single platform
and multiple platform software system that enables long term maritime and ground
target tracking. The effort will involve development in technology areas
including advance radar sensor networking and communication. The performance of
the single platform and multiple platform configurations will be evaluated and
demonstrated in a laboratory simulation environment utilizing real and simulated
data. The software system will also be used and evaluated during a series of
flight tests and demonstrations. At this time $7,688,926 has been obligated. Air
Force Research Laboratory/RIKF, Rome, N.Y., is the contracting activity

Thud Factor for July 31, 2008 covering contracts announced July 3-31
C4ISR was a strong, high-dollar value thread through DoD contract announcements
this month. Also of note were
numerous construction and MRO contracts, some of which are listed below here.
An interesting, and encouraging takeaway from these contracts is an
emphasis on connectivity through secure communications, a common operational
picture (COP), JTIDS and innovative surveillance and reconnaissance ideas via
tethered aerostats and a consistent number of construction contracts to Northrop
Grumman’s Global Hawk program.
Boeing is working on an interesting premise, one that would use the Iridium
satellite constellation as essentially another set of spaceborne platforms for
the existing NAVSTAR GPS constellation.
In theory this could lead to greater satellite “availability”.
It will be interesting to see if, and how this premise is validated.

is being awarded a fixed price, cost plus award fee with const reimbursable line
items contract for $33,697,369. The Tethered Aerostat Radar System (TARS) is a
counterdrug program funded by the Deputy Assistant Secretary of Defense for
Counter Narcotics, Counter Proliferation, and Global Threats. It provides a
radar surveillance capability able to detect low-level targets in the United
States – Mexico border, the Florida Straits, and southwest Puerto Rico regions
in support of USNROTHCOMs and USSOUTHCOM's Counterdrug/Counter-Narco Terrorism
(CD/CNT) missions. In addition to the CD/CNT mission, TARS surveillance data
also supports North American Aerospace Defense Command's (NORAD) air sovereignty
mission for the Continental United States (CONUS). This contract requires
operating, maintaining, and supporting eight operational TARS sites 24 hours a
day/seven days per week (24/7). Additionally, a key element of this contract is
for the contractor to provide life-cycle management (cradle-to-grave) support
for the entire TARS network. At this time $1.5 million has been obligated. ACC

action will identify, define, design, and test a solution common to the Small
Diameter Bomb, Increment I (SDB I) Guided Test Vehicle and tactical weapon in
accordance with findings and recommendations for the fusing system failure
investigation. The solution shall be verified to ensure that SDB I system
performance is not degraded and complies with the SDB I System Performance
Specification (SPS) while complying with current safety requirements. At this
